Fresno State tax Measure E failing early

The most controversial tax measure before Fresno County voters is currently failing to muster the votes to pass after early returns were released Tuesday night.
More than 96,000 votes have been counted so far.
Measure E Fresno State transactions and use tax needs a simple majority to pass
